1. LOCATIONS OF THE ASSESSMENT ROLLS
For those of you that want to look at the Assessments Rolls, also known as the Roll Books, for hundreds or thousands of properties in your neighbourhood - - the MPAC computer access is limited to 100 properties - - get a pad and pen and head off to the locations below. Note that photocopy costs are prohibitive, so be content with taking legible notes.
The assessment rolls for the entire City of Toronto including the former Etobicoke, North York, Scarborough, York and East York are all available on the Lobby level of New City Hall at 100 Queen St. W. Toronto. All of the photos below are from that location.
The Assessment Rolls for Etobicoke alone are located: Etobicoke Civic Centre, 399 The West Mall, Toronto, Ontario.
The Assessment Rolls for North York alone are located: North York Civic Centre, 5100 Yonge Street, Toronto, Ontario.
The Assessment Rolls for Scarborough alone are located: Scarborough Civic Centre, 150 Borough Drive, Toronto, Ontario.
2. NEW CITY HALL
The photos below have you coming in from the main entrance on the south Side of the building and veering slightly left over towards the counter with the sign on the ceiling noting “Assessment Information”.
The computer terminals and Assessment Roll Books are in a single room.
The Assessment Roll Books are kept in bookcases. The old city of Toronto Roll Books are in two bookcases on their own. The remainder of the Roll Books for Etobicoke, North York, Scarborough etc. in spread across four bookcases shown in the first photo below.
In the first bookcase on the left are the old York Roll Books are the banana-colored books on the top left with the green-colored Etobicoke Roll Books below. The whole second bookcase holds the red-colored Scarborough Roll Books which carry over to one row in the third bookcase. The third bookcase holds the silvery blue old East York Roll books on the top two shelves. The end bookcase holds the gold-colored North York Roll Books with an overflow back to the third bookcase.
In the second photo are the beige-colored two bookcases holding the old City of Toronto Roll Books.
There is a Street Index which will show you in which Assessment Roll Book the data for the street the streets you are searching are located. Note down all of the streets for 3 or 4 or 5 blocks in all directions from your home from such as a Perly’s map guide before you go down. We have included a photo of the City of Toronto Street Index, a photo of a page lay-out from one of the Assessment Roll Books.
The last insert is the right side of a page from the Assessment Roll Book which we have created to depict the contents of a Roll Book page. It shows 3 properties and gives the dollar figure for 1) the 2005 assessed value; 2) the 2008 assessed value; and, 3) the last figure on the right is the assessment amount on which you will be taxed for the 2009 tax year. It is a “phased-in” amount which includes the amount form the 2005 “starting point” assessed figure PLUS 25% of the increase between that amount and the January 1, 2008 “current value”. The phase-ins will be 25% of the increase for 2009, 50% of the increase for 2010, 75% of the increase for 2011 and the full increase for 2012. In 2012 you will be taxed on the full January 1, 2008 assessed figure.
